The cheapest way is prolly a chipped emerald in a short bow ;-)
Any form of poison with a few seconds duration works for non-poison-immunes. The amount of poison damage dealt does not matter at all.
Naturally this does not work against poison immunes. Here you need to get either one piece of equipment with Prevent Monster Heal modifier or 1+ pieces with a chance to cause Open Wounds.
Cheap PMH stuff is Hwanin's belt or the runeword Edge. Note that for PMH on Edge to take effect you need to use normal attack.
Cheap OW stuff is Boneflesh armor or a selfcrafted Blood Belt (Tal + perf Ruby + any jewel + any magical belt)

I believe it would depend on the Charms. Remember two things about Poison damage:
1. The amount of the Poison damage
2. The duration of the Poison
In Normal and Nightmare difficulty this may not be as much a concern. But in Hell difficulty, you'll want to do as much Poison damage over as long a duration that you can. If you're not taking a lot of damage yourself and you can hold your ground, keep peppering your enemy with arrows. Once you have to break off your attack and the Poison "wears off", your enemy will begin regeneration, again.
I agree with Dr.`disaster in that, you'd probably do better with items that do Prevent Monster Heal and/or Cause Open Wounds.

Hwannins belt also has PMH, but I would rather use a nice blood belt than that (really, I would prefer razor tail but if you need a source to prevent monster health regen and want to use the belt I would take a blood belt combined with gore riders). Nature's Peace has PMH but I don't think it makes a good bowazon ring unless you really need the slain mosnters rest in peace mod. Remember that PMH doesn't work on all monsters.
Yzyh wanted "cheap" solutions so i did mention gear one can get or create early on.
The only monsters which PMH doesn't work on are the Über-Tristam bosses. Everything else is fair game, including DClone.
