That's impossible. If it were client-side only, it would not be interacting at all with the server, therefore making it impossible to be restricted due to it.
That's like getting restricted for changing hotkeys. It's client-side only. Server doesn't care.

Any programs directly interacting with the game window in that manner (SendKeys method or others with similar functionality) can be considered as a third party program for banning purposes.
