Why don't the poor countries lock up their prisoners?
If you consider that poorer countries are unlikely to have crime dealt with by police, this means jailtime's correspondingly unlikely(if you've got to deal with a thief yourself, you tend to focus more on getting back what got stolen than putting him in a cage). As for here, practically everything's a criminal offense - what else did you expect?

Yes that is definitely a reason, also I think poor countries may not have the funds to build enough prisons.
But why is USA so much less tolerant than western european countries, or is there really so much more crime in the US?
Prisoner labor was good for awhile until it started being corrupted, I forget why exactly.. it has to do with cheap labor contracts to people who then did something for the prisons and what not which turned out being illegal, feel free to look up the details.
