Considering how burrow-reliant Zerg are now, and how much more devastating detection is against them, a damage reduction of this sort is not unreasonable. Even if Zerg were to instantly burrow whenever presented with Psi-storm, doing so would still hamper their offensive accordingly.
I somewhat agree that burrowed units could have a damage reduction and not just for psi storm, but every attack/damage against them. The amount would have to be based on balance. Most zerg units can't do anything while burrowed, however, they do instantly resurface when attacked (except for lurker/infestor/baneling, I'd assume).

Just thought this one might be interesting.
I'm all for reduced damage on burrowed units. I'm actually with you on this. I just think another upgrade, particularly another burrow upgrade, doesn't make sense. Just set the reduced damage at a value that corresponds to balance and be done with it.
At most I would be satisfied with a solution that factors in carapace upgrades and multiplies the original damage reduction.
This is designing in the wrong direction. A passive defense against active, micro-intensive offense makes clicking less relevant. What would actually make sense is an active defense against any form of attack, like a temporary burrow mode that decreases damage. I'm not sure that zerg need that, however.

What other options do you have in a psi storm though? Think about it. By the time you move a unit from the center into safety, it's dead or close to. I would like to see burrowing as some sort of counter to this.

I'm against the idea , psi storm is the only way to counter burrowed zerg if you've lost or have no detectors on the field. Given all the zerg units burrow i think it would be way to advantageous for the zerg side.
