If you can connect to East then you have no problems... You're restricted from USWest, I was under the impression you couldn't login anywhere either way.

If I'm restricted I should be able to log onto US west using another network right?

I found out that I think its my firewall blocking uswest.

Because for the telnet I can connect to every server except uswest (expected)

However, all the firewall unblocking stuff that sixen told me to try was mostly windows xp

is there anything that is windows vista which I can use?

What do you mean another network? Connecting wirelessly to someone elses internet? Yeah, technically.

1) The library
2) My cousins house

both could not work
