Sorta. They are kinda like the Keys of Terror, Hate, Destruction drops, but are instead dropped by the Act End Bosses. I am not exactly sure about how rare each drop is, but I would guess that it's probably in the same range as the keys.

Andariel and Duriel drops a Twisted Essence of Suffering
Mephisto drops a Charged Essence of Hatred.
Diablo drops a Burning Essence of Terror.
Baal drops a Festering Essence of Destruction.

You cube these 4 essence to make a Token of Absolution, which can then be right-clicked and used up for a respec.
