Last time i heard of SC:Ghost it was said that the game would be put on the "ice" for adaptations and such, since blizz took some time to develop the game, and by the time it was nearly done (some demos and demo gameplay were ready at the time), it wasn't using the best of technology available, so, in other words, the engine and graphics of the game were obsolete. No that the game was bad, on the contrary. Who ever saw both gameplay and graphics was damn excited about them, but blizz didnt want to realease a game that would need to be reformulated completely in couple years.

My opinion: since blizz actually bought the company that was doing SC: Ghost (Swingin Ape Studios), i am imagining that the company is working on a better version of Ghost, with likely a new engine for all those game consoles we have now, using those technologies we do have now (SLI and Physics, for example) and maybe doing a PC version as well. Since the game had some vehicle entertainment as well, it might take some time to develop those phases well enough to reach blizz standards, especially considering that blizz already refused the use of air combat units in WoW Battlegrounds because the prototype didnt met the quality expected, so one may say that blizz is not exactly a expert in doing such vehicles for its games.

If you see the gameplay video, you will notice that has that feel: "yeah, its nice, but can be way better". In terms of texture, lightning, enemies, technologies, etc, all can be improved. I just hope didnt throw such nice project into the dump; would be a shame. StarCraft: Ghost is a neat idea for the SC Universe, and for the company staff itself, in doing some project out the bonds of RTC and RPG games. Who knows? They may enjoy it.
