Judging by the fact that he was reelected and the GOP controlled Congress during all but two years of his administration, I'd say that it's pretty damn unlikely.
Besides, IIRC, Roosevelt's Lend-Lease Act wasn't too popular - had he been replaced, it might hav ended - perhaps ending what incentive Japan had to attack(and draw us into the war).
