I believe I've already answered this question, but I'll try again.

We have our own tools that we use to detect hackers on Battle.net. Replays are not required when sending reports to Hacks@blizzard.com, but they are appreciated.

If you like, you can send an email to Hacks@blizzard.com with only a name and realm along with a description of what you suspect. Our team can investigate from there.
