That's an IP ban, you have one of two types:

1.) Temporary - Lasts up to 12 hours, typically the result of spamming the server or doing too many actions at once.

2.) Extended - Lasts exactly 2 weeks, this is the result of attempting to connect and play with an illegal CD-key (torrented, keygen, purchased from 3rd party site, etc.)

In either case, all you can do is wait it out.
