Do these issues occur in the following types of games?
1 vs 1:
Single Player:

Are you able to host games that other people can join?

You may need to exit any programs you have running in the background to improve performance and stability

Selective Startup:

For Windows XP users:
Click Start and select Run, then type "msconfig" and click OK.
In the General tab:

1. Choose Selective Startup
2. Disable (uncheck) Load startup items
3. Click OK and Reboot
