If I was able to get a Widowmaker, could I pair some other source of Prevent Monster Heal with it and expect that to work?
When your sorc only has base dex plain forget Widowmaker. That bow requires 146 dex to equip.
Now if you want to deal the needed Prevent Monster Heal hit yourself here is a simple option. All you need is a short bow with 3 sockets, the runes Tir Tal Amn to build Edge into it and of course a quiver of arrows.
Shoot at DClone with the Edge bow when he's either moving or running. This lowers his defence and ups your chance to score a hit. You very likely not hit on the first attempt so repeat as needed. You'll see that you hit him when he turns green due to Edge's build-in poison damage. After that, let loose with your regular spells.
