Please keep in mind that some people don't use jsp and therefore do not have access to duped runes and high-end runewords. It's not all about having perfect gear. Just because it's base speed is low and you can't reach the highest ias breakpoints doesn't mean it's garbage. Keep an open mind, some people would love to have this item. This is a very viable pvm item that could easily bring someone through the entire game if paired with the right gear. Don't dismiss it because it isn't one of the best items in the game.
