"Although I almost always rush through act 3 because it is such utter @@*#... "

then you probably wont like the following idea much.

I hope they change the making of the flail in act 3 to mandatory. just like the staff in act 2.
You have to crush the altar with the flail to be able to enter the last part of act 3.
This will bring back act 3 into the game.

And about the not letting you play the game you want to play it...

You're abusing game design the way I look at it. You dont play the game if you rush past everthing and are just staring at your screen watching numbers go up. It's bad game design as someone before me mentioned. It are mistakes, and the players are abusing those mistakes to the fullest.

Getting rushed through acts and standing still at baal runs aint playing. This needs to be changed. Thats my opinion.

I'm all for changes that bring the game closer to the original game design and intention.

Put in minimum level requirements to advance to the next act while you're at it. I'm all for it.
Example:
Andariel. Simply dont hand out the quest yet until reaching level 15. Once you reach level 15 you can talk to Cain and you'll recieve the quest. Ha! this also forces you to rescue the old guy in nightmare and hell again.
Perfect.
