I have had the same issues; 3 different computers now, on two different cable isps. Plus, my brother's had the same "lag-off" experience on his laptop on wi-fi. My in-game friends around the U.S., Canada, and Finland have all had the same thing happen. There was an earlier post wherin one of the moderators mentioned that the D2 servers are actually on purpose-built hardware, which makes modifications & upgrades a little more complicated.

The reason I am posting, though, is that your post title reminded me of a line from Blackadder:

Baldrick: Sir, I have a cunning plan!

Blackadder: Baldrick, you wouldn't know a cunning plan if it painted itself purple and danced naked on a harpsichord singing, "Cunning plans are here again."
