1) d2jsp is a fairly horrible place, frequented in large part by loathsome nerds and run by a fairly detestable individual (njaguar) who is hated by pretty much everyone that has even the slightest connection to d2 (yes, he is hated by many people formerly of blizzhackers/eon notoriety).
A game balance patch is necessary if you want to affect real change here because the drop rate of desirably items is so unfathomably remote that alot of players can never realistically do what they want to do (i.e. pvp competitively) without handling duped items at some point and trading in forum gold on a site that was formerly the support forum of the most infamous d2 bot of all time. I'm not saying everyone is like that, only that there are enough people that feel this way to make the issue matter.
That is not even mentioning the people that do want to do things like pvp competitively and don't want to deal with d2jsp, dupes, poofing items and so on because those guys play on a private server like d2pk and Blizzard understandably doesn't want that either.

2. Also agreed. This is the only way botting can really be done away with, or at least have Blizzard figure up some kind of code process that makes people not want to bot...like, for instance, tell the game to remove all item drops and experience gains if it detects a bot, which should be easily recognized just based on clicking patterns. However, they should also add in a "misflag" procedure to occur immediately afterwards incase a legitimate player is mistakenly flagged as a bot, they can do something on-screen after it happens to prove they are a legitimate player and not a bot...like, say, an automated Battle.net security whisper. Once bots are actually taken care of, then having item drop rates increased will be more helpful, because if you increase the drop rates and not fix bots, the economy is going to die faster in 2 months than what it does in a current period of a year.
