Well, going back and forth to town is a piece of cake with the S.O.R.
I really can't see how long going in and out of town to swap around 1 or 2 passive skills can take.
If they want to do this, maybe some down time might be needed to be put in place. If it slows them down then that's ultimately their choice.

How often to you think people will be swapping out passives anyways? They will, eventually, come to terms with a combination that will more than likely last them until the time they need to head back to down.

Limiting it globally to in-town only doesn't seem like a bad idea.

Edit: Even if you could make these decisions........................................ which seat would you take?
