True, and your examples point this out. I'm simply giving reference to what I've seen from passives from Blizzard in the past. Not just Diablo but even...that other game.

They have done a lot of work with Cataclysm on the talents for each class, but there's still a ton of boring stuff in there. There is room for boring passives, as Cpslostudent points out, so long as they are powerful and noticeable.
