Honestly, that doesn't make a lot of sense. You're saying that the most valuable items must be salvaged to create... the most valuable items? That just "passes the buck" so the former group of items are simply the second-highest valuable items.

What happens when you have the most valuable crafts? There's obviously no sense in salvaging those, so salvage won't be "compelling enough to remove [them] from the economy".

Then there's the idea that the end-game items will ideally be a mix of legendary, rares, sets, and crafted items. What about the intended end-game lengendary, rare, and set items? They will certainly be the most valuable of their type, so there will be little reason to salvage those either. They won't be "compelling enough to remove from the economy" until they have saturated the market somewhat and people will be willing to salvage their surplus. All that will do is make the most valuable crafted items the last type of item that players gear themselves in.
