If you want to use disintegrate and deal damage with it you have to stand still and charge it up, if you just use it for a fraction of second the spell will deal little to no damage, meanwhile there are a lots of direct damage spells that you can spam while moving so your point is still invalid.

And for the slow time / teleport combo it goes for every offensive spell, it`s not like only disintegrate will be easier to land.
