I noticed it some, especially when putting heavy plate on a Necro without any bonus Faster Run / Walk. The movement penalties were the reason Trang-Oul's Scales had a +40% Faster Run / Walk, to avoid causing the Tranged Necro to become slower than dirt.

DAGNABBIT!!! I hate that rune-modification of Throw Weapon. It's so out of character for the Barbarian. :-(


I would not mind minor penalties to wearing armor for certain classes. For instance, the Barbarian could experience no Run / Walk penalties (regardless of armor worn), whereas the Witch Doctor could experience a 5% speed penalty for wearing medium armor and a 10% speed penalty for wearing heavy armor.

I really do not care for the idea that a Witch Doctor would be as competent at wearing heavy armor as a Barbarian (which is how the level requirement system works currently, I believe). However, I think I would prefer having class-based level requirements on armor rather than class-based movement speed penalties, where a Barbarian would be able to equip heavy armor a few levels before a Witch Doctor could, but they'd move just as fast in the same piece of armor.

Universal movement speed penalties for wearing heavy armor would be fine in my opinion, provided they were small. It would theoretically give people a gearing decision -- greater mobility or greater durability.
