Act 4 in Diablo 2 was disappointingly short. Kill Izual + Smash Stone + Kill Diablo = DONE. You play through the never-ending Act 3, and as you fight your way into Act 4, you expect a glorious and climactic conclusion. And it really isn't there.

You instantly get the Izual and Hellforge quests, and it is pretty obvious Big D is the last quest. So, there is nothing to reveal.

Seriously? I mean, there were 2 NPCs, Jamella and Halbu, and they were just empty suits -- no story about them at all. I mean, what the crap were they doing there? Were they friends of Tyrael's or something?

I do not think they needed to make the act longer really, but fuller. They should have dreamed up a quest for Jamella and Halbu. Small quests in the Outer Steppes and the City of the Damned would have made the act feel like there was more to it than there was.

And the Angel (Hadrael?) in the River of Flame that tells you to finish up your Helforge quest before proceeding into Terror's lair? What's his story? He's just kicking it at the gates, unopposed by the forces of Hell? Really?

The Chaos Sanctuary itself was well done, and they had a good start on Act 4, but something just petered out or something. Once I got the Expansion, I got the distinct impression that Act 4 was just supposed to quickly wrap up D2: vanilla to get something on the shelves to sell, while the real game intended to stretch through Act 5.
