So... your theory is Stat loss slows the pace down too much, yet a time-delay penalty is better? I got a little confused on that one.
With time, you simply wait it out.
With a temp stat loss, you proportionally lose killing speed. And if it's cumulative like in WoW, after a few deaths you might simply not be able to kill at all.
Sometimes even one death is enough to give you a much harder time fighting the same set of enemies. If they managed to kill you once, there's only that much greater likelihood they can kill you a second time cause of your worsened stats.
If gets really bad, you're forced to either go to an easier area (low exp), simply wait out the penalty, or do whatever procedure you need to do to remove it, all of which are bigger annoyances and take up much more time than a short and simple death timer.
Death timer: you lose ~20 seconds
Temp stat loss: you can potentially lose several minutes+
