On the other hand if you have respec you can just pile them into anything before figuring out which 2-3 skills you happen to use the most and then just piling all points into them. Then wait... you might realize you missed something or forgot to allocate some points into other skills. You go back and edit it, and you keep going back to edit through trail and error.
It requires minimal thought, no planning what-so-ever, taking away the tactical / strategy aspect of the game and turns it into a trail-and-error respec-spam-fest.
If someone decides to purely guess and check, than they shouldn't expect to find the best spec anytime soon, it would take multiple times longer than to think about where to allocate your points, unless they are just incompetent.
If someone did decide to do this with the respec functionality, they would also think their inital combinations are sound without respecs, going along their merry way until they realize their character is srewed up and wasting their time making a new one, of which that spec could also be srewed up.
Also I've said in one of my first posts as a registered forum member that this would be an ideal gold sink, along with making identify's and repairs scale with itemlevel.
